Our goal is to have did:tdw features included in did:web so they both become the same did method, with the optionality to opt in the verifiable history provided by did:tdw. We haven't met any formal objection to this path forward but it's also only been hinted at indirectly. Hopefully we can see some efforts towards this sometime soon as did:web has a few shortcomings for the reasons you mentioned.
