Yes, a number of us in the community have been working on VC Barcodes:

Both of those specs will probably be combined into one spec and taken
standards-track at W3C next year some time. The usage modality is
"printed on a piece of paper" or "printed on a credit-card sized piece
of plastic", so I think it fits your use case as well. Warning: some
of the tech is still fairly bleeding edge, so don't push it out to
production unless you really know what you're doing (and have full
control to change what you pushed to production).
