Yes, a number of us in the community have been working on VC Barcodes: https://w3c-ccg.github.io/vc-barcodes/ ... and VC QR Codes: https://digitalbazaar.github.io/vc-qrcodes/ Both of those specs will probably be combined into one spec and taken standards-track at W3C next year some time. The usage modality is "printed on a piece of paper" or "printed on a credit-card sized piece of plastic", so I think it fits your use case as well.
