FCGS for VC DI BBS

Doing this from memory, apologies for any process violations, please help
correct them.

The VCWG has agreed to adopt vc-di-bbs, this email is to notify the W3C CCG
of our intention to transfer the repository below and continue the work on
vc-di-bbs (previously ldp-bbs).

Unless there are any objections editors will merge the PR above and
transfer the repository to the VCWG for further development.

@Mike Prorock <mprorock@mesur.io> please let me know when I should complete
that action assuming no objections.

If there are objections, I and the other editors are happy to resolve them,
please file an issue and ping me by email so I can respond as quickly as
possible.
