[AGENDA] VC API Work Item - March 15th 2022

WARNING: DAYLIGHT SAVINGS SHENANIGANS - Bi-yearly apology to non-US people --
our clocks are off by an hour due to adjusting back from daylight savings. In
other related news, we /still/ use the imperial system. The clocks will line
back up in a fortnight -- about 1.5 Scaramuccis for those needing a more
modern unit of time.

TL;DR: Reducing optionality, exchange discovery, opaque IDs, UX for API Docs,
GET and DELETE operations, and ReSpec renderer for JSON Schema.
