Data Integrity specification migrated to VCWG

Just a heads up that the Data Integrity specification has been
migrated from the CCG to the VCWG.

Hi VCWG,

The Data Integrity specification has been migrated from the CCG to the
VCWG. Redirects from the old links in the CCG to the VCWG are now
active. You can see the latest Editor's Draft here:

and can now raise issues, submit PRs, and perform other specification
updating tasks here:

https://github.com/w3c/data-integrity/

I expect that we'll still need to fine-tune a few things over the next
few days, but none of that needs to get in the way of work proceeding
on this repository. The spec is now open for review, updates, and PRs.
