IRC mailing list bridge

Dear CCG,

Notifications of messages to this mailing list (public-credentials) are now sent to our IRC channel (#ccg).

These are sent as IRC NOTICE messages[1] which do not appear in cgbot's logs or scribetool minutes. Each notice include the email subject and archive link.

e.g. depending on your IRC client, the most recent few messages might appear as the following:

  11:16 -- Notice(enick_862): public-credentials@w3.org  Mail Archives: Re: Use of cryptography with W3C VCs and DIDs released ( https://lists.w3.org/Archives/Public/public-credentials/2022Apr/0113.html )
  19:01 -- Notice(enick_862): public-credentials@w3.org  Mail Archives: Re: Use of cryptography with W3C VCs and DIDs released ( https://lists.w3.org/Archives/Public/public-credentials/2022Apr/0114.html )
  00:41 -- Notice(enick_862): public-credentials@w3.org  Mail Archives: Verifiable Web Form ( https://lists.w3.org/Archives/Public/public-credentials/2022Apr/0115.html )

Maybe this can useful for people who stay in IRC to see and/or comment on what's happening on the mailing list. The notifications have been running for a few days now without issue. If it becomes annoying we could disable it.

These notifications are sent by an RSS Bot[2] set up via Matrix.org in a Matrix room bridged to the IRC channel. Since it's based on RSS feed polling, there is a delay, which may be up to about 6 minutes it seems.
