[INFRASTRUCTURE] New feature: Weekly updates on Verifiable Credentials progress

Hi folks,

As some of you might have noticed[1], we have new infrastructure that will
hopefully help this community stay up to date on what's going on with the
Verifiable Credentials work (and any other work we want a weekly digest for).

The VCWG has a requirement to let this community (the Credentials Community
Group) know when we're going to update the Verifiable Credentials Data Model
specification (editorial or substantive changes). This has, to date, been a
manual process that the Editors have found difficult to stay on top of.

We now have an automated process that will summarize all activity over the
past week in an easy to read HTML digest. Our hope is that this helps everyone
be more informed about the changes related to Verifiable Credentials.

If any other group associated with CCG would like this sort of digest
generated for their work, please let me know and I can set it up for you.

I suggest that we keep these sorts of notifications very light, or we might
run the risk of overwhelming the group with "weekly update" emails. My
suggestion at this point would be to put the DID WG work in as a weekly
update... and then all other active work items for CCG in another one (total
of 3 separate weekly update emails). We can even do monthly ones if the
frequency is too much for folks.

We're trying to make it easier for people to track what's going on in
the work streams w/o having to subscribe to all of the Github repositories
(and thus receive the flood of emails that produces).

Please let us know if this new feature is useful, annoying, and/or needs fine
tuning.
