An alternative approach/suggestion:


  *   Make sure CS Core (Layer A + Layer B + Layer C) has the core capabilities needed to support a pluggable Layer D CS Service model …and let each project configure an EVD/HUB/CS to match whatever their requirements are …something like the following with a common CS Core…
