[INFRASTRUCTURE] Teleconference system upgrades, auto-transcription

Hi all,

The following upgrades have been made to the CCG's teleconference systems:

* Auto-transcription now turns on automatically when a
  meeting is being recorded. We are using Google's Speech
  API, which isn't perfect, but it does an OK job. We'll
  see if people like it or not; it's a feature, so we can
  always turn it off if folks don't like it.

* Auto-transcription now sets the meeting and chairs
  automatically in the minutes since it knows which
  meeting is happening and who the chairs for that
  meeting are.

* Upgraded to latest stable Jitsi version to fix recent
  issues with latest Google Chrome release. Tests have
  been done with latest stable versions of Chrome,
  Firefox, Chromium, and Safari on versions of Linux,
  Windows, Mac, and Android that have been released in the
  last two years (that's 14+ combinations tested).

* New Jitsi features: interactive polls,
  YouTube video sharing and synchronized playback, and
  audio sharing (from application or browser tab) when
  screen sharing.

* The scribe-tool now has drop-downs for selecting
  a meeting and date so that Chairs/Organizers don't have
  to fetch the IRC log or audio manually.

* Various non-critical bug fixes and upgrades were
  performed (e.g., changing "minutes" to
  "transcriptions", fixing Gmail auto-emailing).

We have also confirmed that daily backups have been occurring as they should
over the past 18 months with yearly stable snapshots of the teleconference
system and all archives in the event of any sort of catastrophic failure
(datacenter fire/flooding/etc.)

We do expect there to be hiccups with the new system as we start using it at
scale; we'll deal with those issues like we've always dealt with them -- as
they materialize, we'll do our best to fix them in a timely manner.
