[PROPOSED WORK ITEM] did.actor test infrastructure for did:web

https://github.com/w3c-ccg/community/issues/163

Given the recent interest in did:web, we'd like to establish some "good"
and "bad" examples
to support the privacy considerations being added to the spec, in addition
to coordinating best practices for using did:web with other ccg spec.
