Jitsi upgraded, fully operational again, features added

Hi all,

The Jitsi bridge was fixed a few days ago, but we were only able to do a
scale/diversity test today. The scale/diversity test today was
successful. All systems nominal.

The W3C CCG Jitsi system should be fully operational again:

* Dialing in via phone works

* Dialing in via Chrome 84-87 works on Mac, Linux, Android,
  iPhone, and Windows. The browser-based client also now
  works from mobile phone browsers.

* Dialing in from behind aggressive corporate/government/home
  firewalls seems to work.

In addition to getting our old capabilities back, the following upgrades
have been made as well:

* Storage upgraded to archive 2+ years of meeting audio and
  video (every year of archive costs us roughly $35/year,
  which is quite affordable).

* Added a EU dial-in number... well, specifically a UK dial in
  number, what could go wrong? :P (we can get a number
  in the actual EU if this creates issues for people dialing
  in): +44 161 519 4762

* Removed the annoying wooshing sound when chat channel is
  closed and scribe is scribing.

* Real-time moderator granting so Chairs can anoint deputies
  during a call to deal with insurrections (or just, you know,
  help them with the call).

* Real-time password protection to protect against Zoom
  raiding / Zoombombing (this is a feature that Zoom does not
  have - we can lock a room and share passwords in real time
  in IRC and only with the people we trust).

* Real-time streaming to YouTube for large gatherings
  (300+ people)

* Streaming of 4K video if your upstream/downstream supports
  it.

I'm considering a test this Friday for the broader community if folks
are interested in taking the new system out for a spin. I'll shoot for
11am ET. Will send an invite out to the mailing list.
