This looks fantastic, and I'm excited to move this forward.

You already did one key step toward adopting this as a CCG work item, which
is notifying this email list. We also need you to fill out the CCG new work

Note that the issue template will ask for "owners". Our general guidance is
we need at least 2 people representing different orgs. Mattr is covered, so
we'd need someone else. If you don't have someone already, this email
thread is a good way to drum up support.

Another factor as we convert this to work items -- there may be a couple of
work items here (although all you need to do is open one issue to track it
-- this is more chair-accounting commentary). I think we'll want to track
this with:

   - signature suite (i.e. spec)
   - reference implementation (for the code)

And maybe more -- this looks pretty meaty.

Usually we discuss this all of this on a CCG call before adopting, but it's
not required with the latest CCG process we're using. And certainly with
your timezone that would be an unreasonable request. So let's just discuss
on this email thread and/or github issue.
