I think it's ambiguous. The charter could be read narrowly or broadly. Under a broad interpretation, yes. Manu and Orie are arguing for a broad interpretation, but I'm feeling dissonance because that's inconsistent with the attitude of the group towards non-HTTP-centric thinking.
