Thanks to Bill Barnhill for scribing (for the SECOND time in ONE week)!

Our main topic was DID URL Dereferencing.

This is a rather deep topic involving matrix parameters, the meaning of
path, query and fragment, the notion of "local", the terms "resolving"
vs. "dereferencing", and other things.
I expect this will require a few more iterations and F2F time at
upcoming events to align different points of view.

*Note:* We decided that starting next week, the duration of this call
will be 1h instead of 1,5h, and it will continue to focus on DID Resolution.
This is because we expect that work on the main DID Spec will take place
soon in a new Working Group with its own separate call(s).
