The idea is that some personal correlatable information may not be
readable/decryptable unless the subject has given permission to the reader
AND the reader has returned a signed consent receipt acknowledging that the
have received the info and under what contract/conditions they will
use/hold the personal information.
It is possible to set this all up cryptographically rather than
computational scripts.
