use-case: mapping civic services

I've outlined a bunch of notes relating to some civics work done on the
weekend here [1]. In-turn this has brought about another set of use-cases
for creds.
When searching for 'Ballarat technology park' two results are found [2].

The ability to use credentials to denote an 'authorised party' or 'official
source' in relation to the supply and indexing of linked-data resources
consumed by other services (ie: search and related functions such as 'ok
