We are also seeing attacks.

One thing to consider is whether video is necessary. Can folk make do with
lower resolution.

Instability may be the result of capacity being stretched to the limit. It
may also be the result of additional capacity being built out. There is a
lot of dark fiber out there but lighting it up has an impact.
