Proposal to address consent extenstions

Attached is a rough cut of a proposal that will:
1. Create minimal data elements that can be included in OAuth 2.0
2. Address the user consent experience.
3. create both a list of purposes from the relying party and a response
from the holder.

Sal and I would like to see the group accept this as a work item.
