Summary of Issue: Unclosed link tag that displays all text in a link, and missing words in the note.
Comment (Including rationale for any proposed change):
In the note beginning with: "It is preferable for links to be visible at all times, ..." the link leading to SC 2.4.1 has not been closed and displays the whole following text as a link. Moreover, it seems that the name (number) of the success criterion has been forgotten.

Proposed Change:
However, success criterion 2.4.1 does not require that they be visible when they do not have focus, and links that are visible only when they have focus can meet this success criterion.
