Comment (Including rationale for any proposed change): In the note beginning with: "It is preferable for links to be visible at all times, ..." the link leading to SC 2.4.1 has not been closed and displays the whole following text as a link. Moreover, it seems that the name (number) of the success criterion has been forgotten. Proposed Change: However, <a href="http://www.w3.org/TR/2008/REC-WCAG20-20081211/#navigation-mechanisms-skip"> success criterion 2.4.1</a> does not require that they be visible when they do not have focus, and links that are visible only when they have focus can meet this success criterion.
