Relook at SCR-21 as sufficient technique for SC 4.1.2

TO WCAG-WG,
Using SCR 21 will help an author to place a UI component in the DOM so that its structure (relationship and position) is properly exposed. So it is sufficient for SC 1.3.1.
But one may use SCR21 to add an item to a page and yet it is possible that its role is not exposed in all situations.
But it is only by assigning attributes by other DOM functions to the created element  that role, state and properties and values  can be exposed, right?  
And It applies to UI components  created by functions of DOM to add UI components to a page and not ‘content’ generally as SC 4.1.2 applies to UIC only. 
So I argue that SCR21 is not a sufficient technique for 4.1.2 by itself.
