Thank you for your question.

The SMIL techniques (SM6, SM7, SM1, SM2) require a player that
supports SMIL. The purpose of the 3rd bullet is to allow for the use
of other synchronized media players in meeting the success criterion.

This means that meeting the success criterion requires:
- G173 + SM6 (requires a SMIL-supported player) or
- G173 + SM7 (requires a SMIL-supported player) or
- G173 + any synchronized media player.
