Thank you for your query.

The current wording for the expected result is correct.

The form control only needs one of the two - either a title attribute
or an associated label element. It does not need both of these to meet
sufficient techniques for the success criterion.

This means that both the title and the label must be missing for the
form control to meet the failure condition.
