Response from the Working Group
================================
The handles (bold labels) for each success criterion are meant to be
unique, so that they can be a shorthand for referring to the success
criterion and a memory aid for remembering what it addressed. The
proposed reorganization reuses handles, since different conformance
levels include different requirements for the same media types.
