In Note 1, it reads "Although conformance can only be achieved at the stated levels, authors are encouraged to satisfy and report progress toward meeting success criteria from all levels beyond the achieved level of conformance." What did you want to say by "report progress"?

Proposed Change:
Hard to translation. Need clarification.
