2.2.1 & 2.2.3: As previously discussed, further details should be provided
when timeouts is an important part of a real-time event or an activity when
timing is essential.

Proposed Change:

I am happy to write an additional set of criteria (with Loretta)

Response from Working Group:

We have modified the fourth bullet of SC 2.2.1 to be testable by removing
the word "important". And we have moved the auction example from How To Meet
SC 2.2.3 to How To Meet SC 2.2.1.
