Comment (Including rationale for any proposed change):
A full multimedia transcript is not an alternative to audio description.  (In fact, I doubt its usefulness in general.)  Audio descriptions should be required at Level 1, period.

Proposed Change:
Delete the reference to a full multimedia transcript.  Move 1.2.3 up to 1.2.2.
