Comment (Including rationale for any proposed change):
Level 1 SC for Guideline 1.2 should also include live captioning.  By assigning live captions to Level 2, the working group is designating this as less important than pre-produced captions.  In fact, live captions are arguably more important than pre-produced captions-- consider the case of an emergency alert.

Proposed Change:
Move live captioning to Level 1.
