At best the glossary definition of “programmatically determined” is perfunctory and the term looks to me like an example of “weasel words”. A simple change to the meaning of “programmatically determined” could have a profound impact on the meaning of some important guidelines. How and who will be responsible for redefining words? Proposed Change: Avoid wherever possible the use of specialist terms that have the potential to qualify or distort the meaning of guidelines. Provide a clear, unambiguous and understandable definition for all specialist terms.
