Should only be used when there is ambiguity. i.e. if there is only one image then OK to refer to it as \"see image below\". Does the use of \"top\" (WCAG2 navigation buttons) fall under this? What about G74 that uses text \"Details in text following the chart:\" Proposed Change: Make it clear that this is needed only if there is ambiguity.
