Part of Item: Description Comment Type: TE Comment (Including rationale for any proposed change): Very difficult to test for this. Says to use Q element which fails under IE. WCAG doc itself does not use Q element. Should be techniques about misuse of semantic markup for presentation. Proposed Change: Describe clearly when this applies. Do not recommend use of Q element. Add techniques that discourage use of semantic markup for presentation (i.e. misuse of Hx, BLOCKQUOTE etc.)
