Example 7 of guidline 3.1 is someone providing music samples on their personal web site, to demonstrate types of music and instrument. Unfortunately, as the example describes an amateur site, it is almost inevitable that someone constructing a site in this way will breach copyright and performing rights, as the general public's concept of what is allowed is generally a lot more liberal than the music industry's.
