These days it's common for people to mark-up navigation lists as list items, which should avoid this issue. However the original guidelines weren't clear on the acceptability of link lists. Rather than drop the recommendation all together, a bridging strategy would be to have authors separate links wit printable characters if they aren't contained within a list (or possibly other block level element).
