Heading- Overview of design principles

The heading "Overview of Design Principles" is not clear.  Does it mean Web content design  principles... these will be more than just accessibility principles. Or does it mean 
principles that guided the design of this doc? I believe these  are accessibility principles 
and the title should say that plainly like  "Basic  Principles for  Designing Accessible Web Content".
