COGA TF structure subgroup

Hello COGA Task Force,

The Structure subgroup was scheduled to meet tomorrow, July 6, but I'm *not*
able to meet.

While we will *not be meeting *on Thursday, July 6, we still have an ask
for the task force members to review this proposal and leave comments with
your thoughts:

The goal was to have all input by tomorrow. Since there aren't many notes
on the document yet, I'd like to extend the deadline to this coming Monday,
July 10.
