[response requested by EOD Sunday, Nov 7] Choosing a time for our COGA TF subgroup meeting block

Hello COGA task force,

On today's call we discussed trying to make our subgroup meetings more
sustainable, easier to understand, and simpler.

The idea is that we will have a two hour block each week that is preserved
for subgroup meetings. Which subgroup meets will alternate. In some cases,
subgroups may only need shorter times, but those times would be within that
2 hour block.

Our first step is to pick the two hour block of time.
