Hello, Issue 162 <https://github.com/w3c/coga/issues/162 > requests the addition of a persona for non-native speakers with limited language skills. Below is a proposed response for your review. We will discuss it on Thursday. Thank you for this suggestion. While we agree that the guidance in this document supports non-native speakers with limited language skills, these individuals do not necessarily have a cognitive or learning disability. They are out of scope of the COGA taskforce's expertise and the research that was used for this document. We believe this persona would better fit within a broader set of W3 personas that could then point to Content Usable along with additional resources that support it.
