163.7 and 144 - proposal to use the phrase "Easy to Understand Language"

Hi folks

We have to decide on a consistent for easy to read/ plain language/ easy
to understand language

I suggest we move away from easy reading, as reading is not the same as
comprehension, and people so often check for plain language by checking the
reading age when they are not the same thing!

This would leave plain language / easy to understand language

reviewing issue <goog_1256305690>163
<https://github.com/w3c/coga/issues/163> part 7 , I think he makes a good
case for e*asy to understand language*.
(This also relates to issues 144)

Note that once we decide we should check it with internationalization.

All the best

lisa
