first working draft of the design requirements - clear some time early next week!

Hi Folks We want to move the design  requirments into an HTMl document ready for publication. We are giving people until Sunday to add more content and then we need to review it. Can we review it Monday - Wednesday? Then we can close it on Thursday and Roy can start porting it to HTML Note I do not think we need to review the sections with an editors note "saying this section needs more work".  I have tried to resolve all the issues in the comments, so if there is still one outstanding let me know.
