I agree that it should be a separate document.  As an Appendix it is so large, although I hope this does not mean it gets lost in the mound of documents that seem to be around.

We discussed  this in last weeks call as part of the effort to make it easier for people to find the content that they need.

However, the rest of the gap analysis is mainly for people inside the W3C to understand what needs to happen in the W3C standards world. That content is harder for content developers to understand. Having advice for them at the end of advice for working groups inside the W3C is confusing.
