If you are trying to comment on an issue that has gone to a pull request, I think you need to comment on the pull request.
For example, for authetification (issue 23) the pull request is at https://github.com/w3c/wcag21/pull/91
You can find the other pull requests for comment at 
https://github.com/w3c/wcag21/pulls
(Hopefully I have understood this correctly but you never know...)
