What the draft may look like and new content

Hi Folks

This is not an official version (not the github version) but please find attached something that will look similar to  a draft for the user group research working draft.
Also note that I have added a new 
introduction , 
abstract and 
Summary of User Groups and Cognitive Function



Please review these sections and I will add them to our official draft on github.
 Also I wish to replce section 4 with the content on http://accessibility.athena-ict.com/cognativefunction.shtml
