Lisa may have better documentation to point you to as she is on the
Task Force.

To my understanding, this is the Cognitive Accessibility at W3C webpage
<https://www.w3.org/WAI/cognitive/> lays out what cognitive standards are
built into Web Content Accessibility Guidelines (WCAG
<https://www.w3.org/WAI/standards-guidelines/wcag/>) and the
additional Making Content Usable for People with Cognitive and Learning
Disabilities (“Content Usable <https://www.w3.org/TR/coga-usable/>”) which
is much longer to include aims and objectives for usable content, design
patterns (ways) to make content usable and more.

Hopefully that webpage is what you are looking for. If not, perhaps Lisa
can help!
