proposal to release the FPWD of Clreq on July 23 2015

We plan to release the FPWD of Clreq [1] next Thursday ( July 23 2015).

The W3C I18N WG will take care of the publication process. 

If there is any objection to this release plan, please raise before July 21
2015.
