To begin with I believe it is important for us to understand that the World Wide Web Consortium (W3C) Working Groups purpose is mainly to develop 'Open Standards Documents Drafting' <https://www.w3.org/standards/types/#x4-2-1-candidate-recommendation-draft> in compliance with its 'Process Document' <https://www.w3.org/policies/process/>. With that in mind it would be an important first step for us to achieve a consensual definition <https://opensource.org/definition-annotated> of civic technology and its ecosystem's current most urgent needs in compliance with W3C's semantic web <https://www.w3.org/2001/sw/> linked open vocabularies (LOVs) <https://lov.linkeddata.es/dataset/lov/about> methodology.
