RE: State of the Art (was: Starting work)

Are higher-level document applications that employ XML for expression of their document structures within scope?  I am thinking of the existing use of change-tracking in personal-/office-productivity software, such as Microsoft Office and OpenOffice.org, where this is covered in the respective standards for OOXML and ODF.
