revised proposal - navsubtree

Although we had strong enough support to take the adom proposal to the HTML
working group it was agreed on the last call to develop the proposal a bit
further to address the following concerns:

- Support an area map solution based on HTMl 4.01 (Chaals to propose)
- Remove the confusion that adom was an accessibility compliance statement
- Make the default behavior be that the subtree be included in keyboard
navigation by default
- Still support the principles of the adom proposal which is to support
production of an accessible canvas and give guidance to authors on how to
support accessibility within canvas

Attached is the revised proposal for a navsubtree atribute replacing
"adom":

We shall review this on Monday. I have told the HTML working group that we
shall bring a proposal to them for next week's meeting.
