Re: Outstanding PRs and changes post level 1

I asked on the channel, and Mike said it was fine to go ahead and create a
branch.

https://github.com/w3c/webdriver/tree/level-1 is now available for the spec
work as we finish Level 1, and the living spec is still on master.
