Currently Webdriver JSON Wire protocol supports setting a proxy using proxy
capability
(https://code.google.com/p/selenium/wiki/JsonWireProtocol#Proxy_JSON_Object).

IMO setting a proxy is quiet useful so it's strange that Webdriver spec doesn't
describe that.
