[WebDriver]: WindowHandles ID when resizing/positioning the window from David Burns on 2014-04-29 (public-browser-tools-testing@w3.org from April to June 2014)

I have been going through the webdriver bugs and came across 
https://www.w3.org/Bugs/Public/show_bug.cgi?id=24987.

Does any remember what the consensus was, I think remember us saying we 
would remove it but the notes don't say anything. I think that the 
WindowHandle ID should be dropped in favour of just being able to 
manipulate the browser window that currently has focus. If people are 
happy with that I will fix the bug accordingly.
