CfC: publish monthly WDs of WebDriver; deadline January 15

This is a Call for Consensus (CfC) to members of the Browser Testing and
Tools Working Group to record agreement for the following two proposals:

  1. Publish an updated Working Draft (WD) of the WebDriver spec next week.
  2. Hereafter, publish updated WDs of the spec about once a month.

Note that we already had some discussion about this last week[1][2], but it
would be best to formally record a working-group decision.

So, please send any objections, questions, or comments regarding this CfC to
the public-browser-tools-testing@w3.org mailing list by January 15. Note that
silence will be considered agreement with both proposals (to publish an updated
WD next week, and to hereafter publish updated WDs about once a month). So
there's no need to respond if you support publication, though statements of
support are still welcome (e.g., just a simple "I support both proposals.").
